All of the ambient the player is going to be playing through are to be based in New York Apartments, the player sometimes will only be playing through a single room, but there will be cases where multiple rooms will be required, like saving two civilians
Start small and then get bigger, the idea is that the final ambients will require the player to walk through most of the building to reach the civilians.
There could be houses as well, but the idea is to keep the environment to a house or apartment area and not the outside area as this would increase the complexity.
